The day-to-day management of the consortium, including weekly purchases of added copies to maintain the holds ratio, reducing wait times on popular titles, and to replace expired licenses with holds, is conducted by the WSL’s Library Development Cooperative Projects Manager, a position currently held by Jude Guzzy (JG). JG also prepares budget projections, annual reports, and facilitates quarterly meetings of the WDLC’s Executive Committee, a group of 6 elected member representatives, who make any higher-level decisions that are needed.
The Washington State Library is a division of the Office of the Secretary of State (OSOS). The OSOS Fiscal Department staff assist by issuing annual invoices to the WDLC member libraries for their share of the annual budget, as voted on by the membership (one vote per library). The funds provided by member libraries are administered by the OSOS Fiscal Staff, and are spent by JG as directed by the WDLC membership and its Executive Committee.
A formal Consortium Agreement (contract) between each member library and WSL/OSOS and a contract between WSL/OSOS and the vendor, OverDrive, constitute the legal basis for the consortium and its shared digital collection, the Washington Anytime Library.
