Data Management Plans for Procurement

Overview

A data management plan (DMP) supports clear communication about the treatment of data. DMPs are a common feature of scholarly research and have been required by research funders (such as the National Institutes of Health) for more than a decade, but they can be adapted for use in a procurement process. DMPs benefit both the vendor and the state agency by increasing transparency about data handling and reducing the risk of contract termination.

This guide provides tips and resources for adapting a traditional DMP for state government use during the procurement process. Ideally the DMP is part of the Request for Proposals or Request for Qualifications and Questions.
